The 10 members include eight who are appointed by the governor and subject to confirmation by the Senate. At least two members must reside outside the metropolitan area, at least one of the members shall be a person having a favorable reputation for skill, knowledge, and experience in the field of state and municipal finance; and at least one shall be a person having a favorable reputation for skill, knowledge, and experience in the building construction field; and at least one of the members shall be a trustee, director, officer, or employee of an institution of higher education. A designee of the Office of Higher Education is an ex-officio member and the president or designee of the Minnesota Private College Council is an ex-officio, non-voting member.

Entity Powers and Duties, Activity Summary
The purpose of the authority shall be to assist eligible institutions of higher education in the construction, financing and refinancing of projects. The exercise by the authority of the powers conferred by Minnesota Statutes sections 136A.25 to 136A.42 shall be deemed and held to be the performance of an essential public function. For the purpose of sections 136.25 to 136.42, the authority shall have the powers and duties set forth in Subd. 2 to 23. The MN Higher Education Facilities Authority receives no state appropriations, and is fully funded by revenue generated through fees assessed to the colleges and universities it serves. The debt issued by the Authority is not backed, guaranteed or supported in any form by the State of Minnesota. The Authority receives no tax revenue, state grants or any financial support from the State of Minnesota.

ACTIVITY SUMMARY

The purpose of the authority is to assist not-for-profit institutions of higher education in financing or refinancing capital building projects. Institutions may apply for financing or re-financing through the authority. It is the authority board's responsibility to consider the legality and appropriateness of the financings that are proposed to be completed through the authority. The board is assisted in their decision making process by the staff of the authority, financial consultants, bond counsel and the attorney general's office.

Meetings typically last: Generally held on the 3rd Wednesday of the month at 2:00 pm Central time. Meetings typically last for less than 2 hours.
Meeting Frequency: Regular meetings are held monthly as needed. Special or emergency meetings may be held in accord with Minnesota Statutory requirements. Notice for all Board meetings are announced on the Authority website and through other appropriate communications.

Meetings are held at the lower-level Conference/Board room located in the building housing office of the Authority offices, 860 Blue Gentian Road, Eagan, MN 55121 or on the campus of a Minnesota higher education institution. Members may also participate by telephone or video link if unable to attend a meeting in person. Meetings are open to the public and reasonable accommodations for access can be made upon request.
