The DMCC's governing body consists of eight members appointed, as follows: 1) the mayor of Rochester, or the mayor's designee, subject to approval by the city council; 2) the city council president, or the city council president's designee, subject to approval by the city council; 3) the chair or member of the Olmsted County Board, appointed by the county board; 4) a representative of the medical business entity (Mayo Clinic) appointed by and serving at the pleasure of the medical business entity; and 5) four members appointed by the governor, subject to confirmation by the Senate. The four gubernatorial appointments have no specific requirements, except as follows: members must not be a director, officer, or employee of the medical business entity, (defined as a medical business entity with its place of business in Rochester that collectively employs more than 30,000 persons in the state, or Mayo Clinic); members must not participate in or vote on a decision of the corporation relating to any project authorized by or under consideration by the corporation in which the member has either an indirect or direct financial interest; and, members may not currently serve as a lobbyist as defined under section 10A.01, subdivision 21.

Entity Powers and Duties, Activity Summary
The Destination Medical Center Corporation, along with the city of Rochester and the nonprofit economic development agency, must prepare and adopt a development plan which provides an outline for the development of the city as a destination medical center. The plan may be modified at any time, and must be updated not less than every five years.  The plan  includes  strategic planning for the destination medical center, estimates of short and long range fiscal and economic impacts, a framework to identify and prioritize short and long term public investments and public infrastructure project development, and to facilitate private investment and development. The DMCC also approves projects and certifies qualified expenditures in the development district.

ACTIVITY SUMMARY

Researching, preparing, and implementing a master development plan, including facilitating public infrastructure projects and development and redevelopment projects, all to promote and provide for the establishment of the City of Rochester, Olmsted County, and the State of Minnesota as a world destination medical center, while providing extended economic development and opportunities for the City, the region, and the State.   (1) Name of Entity required to provide staff and/or support: Pursuant to Minnesota law, the DMCC must engage the non-profit economic development agency for the preparation of the development plan, and may engage the non-profit economic development agency or any other consultants for other matters. (2) Number of Staff hours devoted to agency support: The DMCC has no staff. The non-profit economic development agency and other consultants provide services as directed or contracted.

Total Appropriations: $20,976,853.00
Appropriations Description: In 2020, there was general state infrastructure aid in the amount of $20,976,853, calculated according to the formula set forth in the statute. The City of Rochester also continued to provide funding.
Fiscal Year Expenses: $2,349,677.00

Expenses Description:

For calendar year 2020, the total expenses were $2,349,677, of which DMCC costs were $183,462, and the non-profit economic development agency costs were $2,166,215.
