The 12 members include the commissioner of the following:
- the Department of Employment and Economic Development,
- the chancellor of MNSCU, and
- the president of the University of Minnesota.
The chair and seven members are appointed by the governor. Two members are appointed by the Legislature.
Four of the appointed members must be members of the Governor's Workforce Development Board, of whom two must represent organized labor and two must represent business and industry.
One of the appointed members must be a representative of a nonprofit organization that provides workforce development or job training services.
Terms are four years and are staggered.
