The State Advisory Council on Mental Health was established in 1987 under the Minnesota Statute 245.697 within the Comprehensive Mental Health Act. The State Advisory Council is charged with making recommendations to the Governor, Legislature and state departments on mental health policies, programs and services. The Governor appoints the members of the State Advisory Council on Mental Health.

In making the appointments, the Governor shall consider appropriate representation of communities of color. The council must be composed of:

- The assistant commissioner of the Department of Human Services who oversees behavioral health policy
- A representative of the department of Human Services responsible for the medical assistance program
- one representative from each of the following advocacy groups: Mental Health Association of Minnesota, NAMI-MN,  Minnesota Disability Law Center, American Indian Mental Health Advisory Council, and a consumer-run mental health advocacy group

Representatives of each of the following professions:

- psychiatry, psychology, social work, nursing, marriage and family therapy,  professional clinical counseling.
 - Additional membership categories include individuals with lived experience of mental illness, parents and family members of those with mental illness, county commissioners; social service directors, advocacy organizations, legislators, and representatives of state agencies

Entity Powers and Duties, Activity Summary
The State Advisory Council on Mental Health is charged with
- Advising the governor and heads of state departments and agencies about policy, programs, and services affecting people with mental illness
- Advising the commissioner of human services on all phases of the development of mental health aspects of the biennial budget
- Advising the governor about the development of innovative mechanisms for providing and financing services to people with mental illness
- Encouraging state departments and other agencies to conduct needed research in the field of mental health
- Educating the public about mental illness and the needs and potential of people with mental illness
- Reviewing and commenting on all grants dealing with mental health and on the development and implementation of state and local mental health plans
- Coordinating the work of local children’s and adult mental health advisory councils and subcommittees.

ACTIVITY SUMMARY

The State Advisory Council on Mental Health is dedicated to improving the mental health service system for ALL residents of Minnesota. 

The State Advisory Council on Mental Health and Subcommittee on Children's Mental Health have experienced many positive impacts in the past few years including statutory changes leading to improvements in mental health services and supports for children and adults.  Also, we are very proud that Mental Health Awareness at the Minnesota State Fair is an annual event.  This day long education and awareness event brings together mental health exhibitors from across the state in the center of the Minnesota State Fairgrounds.
