Membership

Membership includes: three members from each of the four coastal counties (Carlton, Cook, Lake and St. Louis, including Fond du Lac and Grand Portage Reservations) and three at-large members from anywhere in the state. A tribal nation, city, township or county must endorse county members. (You can apply without an endorsement. The DNR will help with securing one if needed.) No more than one elected official per county. No more than five council members can represent any one county at any time.

Black, indigenous, people of color, women and people ages 18 - 44 are strongly encouraged to apply.

Entity Powers and Duties, Activity Summary

The council has four main responsibilities. It:

  1. Recommends Coastal Program priorities to the Department of Natural Resources (DNR).
  2. Reviews and makes recommendations to the DNR on select programs and projects for funding.
  3. Reviews the Coastal Program's annual budget.
  4. Reviews the Coastal Program every two years and makes recommendations to the DNR.

ACTIVITY SUMMARY

The Governor's Council on Minnesota's Coastal Program helps Minnesota's Lake Superior Coastal Program award nearly $0.5 million in grant funds each year by reviewing grant applications and recommending projects for funding.

Meeting Information
Meetings typically last: Generally three hours (9:00 am - noon or 1:00 pm - 4:00 pm). January is the exception; the council has met over two days, with each day lasting about six hours. Occasionally there are optional pre-meeting learning opportunities. Members also spend time in advance of each meeting reading and scoring grant applications. On average, members dedicate about 70 hours of service per year to the Council.
Meeting Frequency: The Council meets roughly quarterly, in January, March/April, June and September.

The council generally meets in-person at various locations in the coastal area (e.g., Grand Marais, Silver Bay, Two Harbors, Duluth and Cloquet). Virtual options for attendance are available. Committees typically meet in Two Harbors or on-line.
