The Hospital Review Board (HRB) hears concerns from clients receiving treatment at the Anoka Metro Regional Treatment Center (AMRTC) and the Forensic Mental Health Program (FMHP) regarding conditions affecting treatment and provides verbal or written recommendations to program administration. The HRB panel consists of one individual qualified in the diagnosis of mental illness, developmental disability, or chemical dependency, one attorney and one public member. The HRB is established by and operates under Minnesota Statutes 253B.22. The HRB panel meets with clients and staff from each program (AMRTC and FMHP) not less than once every six months. During the HRB's meetings each client receives approximately 15 minutes to present their concerns to the HRB. Following the hearing, the HRB may make a verbal or written recommendation to AMRTC or FMHP administrators. The attorney member prepares written recommendations if necessary.
Candidates for the appointment of the HRB must be an attorney, an individual qualified in the diagnosis of mental illness, developmental disability, or chemical dependency, or a member of the public. Candidates must meet the qualifications as applicable. Individuals employed by Direct Care and Treatment or affiliated with Direct Care and Treatment within the last year are ineligible for appointment to the HRB. Hospital Review Board members serve three year terms following appointment.
