Thirteen members are appointed by the governor:

  • Five of the members shall be licensed professional counselors or licensed professional clinical counselors
  • Five of the members shall be licensed alcohol and drug counselors
  • Three shall be public members.

Within the thirteen members: 

  • At least three members must reside outside of the seven-county metropolitan area.
  • At least three members must be members of a community of color or an underrepresented community, defined as a group that is not represented in the majority with respect to race, ethnicity, national origin, sexual orientation, gender identity, or physical ability.

Entity Powers and Duties, Activity Summary

The Board of Behavioral Health and Therapy is a statutorily created health licensing board. The Board regulates the licensure of professional counselors, professional clinical counselors, and alcohol and drug counselors in Minnesota. 

ACTIVITY SUMMARY

The Board of Behavioral Health and Therapy fulfills its mission by: 

  • Issuing initial licenses and renewing licenses for qualified individuals. 
  • Reviewing and processing complaints received against applicants and licensees.
  • Taking disciplinary or corrective action against applicants and licensees for misconduct. 
  • Setting standards of practice and professional conduct for licensees. 
  • Setting educational standards for initial licensure and continuing education. 
  • Reviewing applicant education and training to determine compliance with licensure requirements. 
  • Responding to inquiries from the public, applicants, and licensees. Providing information about requirements and standards of practice.

Meetings typically last: 3 hours
Meeting Frequency: Meeings are held four times per year, plus special board meetings as needed. Committees meet monthly or as needed.
