Membership

MNsure board members are appointed by the governor through the state's open appointments process and confirmed by the Minnesota Senate and House of Representatives. The commissioner of Human Services is a standing member. Board members serve staggered four-year terms and are limited to two terms of service. All appointed members must have demonstrated that they do not have conflicts of interest.

The remaining members must represent the interests of Minnesotans in the following way:

  • One member representing the interests of individual consumers eligible for individual market coverage
  • One member representing individual consumers eligible for public health care program coverage
  • One member representing small employers
  • One member representing the areas of health administration, health care finance, health plan purchasing, and health care delivery systems
  • One member representing the areas of public health, health disparities, public health care programs, and the uninsured
  • One member representing health policy issues related to the small group and individual markets

According to state law, board membership must include representation from outside the seven-county metro area. One of the six members must have experience representing the needs of vulnerable populations and persons with disabilities.

  • Per Diem: $55.00
  • Other Compensation: Beginning January 1, 2016, the board members may be compensated in accordance with section 15.0575.

Entity Powers and Duties, Activity Summary
The Board is responsible for operating the Minnesota Insurance Marketplace. This includes establishing the budget for the marketplace; establishing bylaws, policies, and procedures, governing the operations of the Minnesota Insurance Marketplace; creating certification requirements that must be met by insurance providers; establishing policies and procedures to gather public comment; establishing the policies and procedures for the operation of a navigator program, in-person assistance program, call center, and customer service provision for the Minnesota Insurance marketplace.

ACTIVITY SUMMARY

Members require Senate confirmation, but exercise duties immediately upon appointment. Appointment terminates only if both House and Senate vote not to confirm.
