Membership is appointed by the Governor and includes:

• Three county commissioners.
• Three soil and water conservation district (SWCD) supervisors.
• Three watershed district (WD) or watershed management organization (WMO) representatives.
• Two city representatives.
• One township representative.
• Three unaffiliated citizens.
• One member must come from each of the current soil and water conservation administrative regions throughout the state.
• At least three but no more than five members must come from the seven-county metropolitan area.
• All members must be knowledgeable of soil and water issues.
• Five agency members represent the University of Minnesota Extension Service, Minnesota Department of Natural Resources, Minnesota Department of Agriculture, Minnesota Department of Health, and Minnesota Pollution Control Agency

Entity Powers and Duties, Activity Summary
The board oversees and coordinates the water and soil resources management activities of local units (counties, SWCD's, WD's, WMO's) of government through approval of local plans, administration of state grants, cost-sharing contracts, performance evaluation, and administrative appeals and hearings. Programs include RIM Reserve, local water planning and implementation, Wetlands Conservation Act, soil conservation, riparian buffer protection, and Legacy Amendment programs and projects. The board's mission is to improve and protect Minnesota's water and soil resources by working in partnership with local organizations and private landowners.

ACTIVITY SUMMARY

BWSR is the state soil and water conservation agency charged with helping meet the state's goals for clean water, clean air, and abundant fish and wildlife. The 78% of state land that is held in private ownership -- farms, forests, and urban areas -- contribute greatly to the production of environmental goods and benefits including cleaner air and water, fish and wildlife habitat, and preservation of open spaces.

Staff members in Bemidji, Brainerd, Duluth, Detroit Lakes, Mankato, Marshall, Rochester, St. Paul, and Waite Park provide grants, technical assistance, and training to local entities for projects with landowners and conservation groups to:

    • Prevent sediment and nutrients from entering our lakes, rivers, and streams

    • Enhance fish and wildlife habitat

    • Protect wetlands

The local-state conservation delivery system ensures that state policy is implemented with local issues and problems in mind -- and our work together has improved and protected Minnesota’s water and soil resources in spite of intensified agriculture, greater demands for forest products, and rapid urbanization in many parts of the state.

Appropriations Description: 118,594,002 is from our general fund and the remaining 206,927,000 is from one-time funding such as Clean Water Fund, Outdoor Heritage, Federal, and other agreements.
